On 20th August 1991, Manhal first set foot in the oil-rich country of Kuwait in the aftermath of the first Gulf War to witness first-hand over 700 oil wells on fire for almost six months and as a result huge wealth going up in smoke. Manhal’s attention though went to a totally different and much more valuable type of wealth, PEOPLE. Working alongside UK-expats from TecQuipment International of Nottingham (UK) on a three-year engineering equipment turnkey project followed by a five-year management and training project, his assignment was to set up and run a professional human resources function and a vocational curriculum translation unit for one of the top military technical colleges of the Kuwait Ministry of Defence. The training management project was the first in the country to receive the ISO 9001 quality assurance accreditation. Educated in the UK and West Germany in the 80’s, Manhal is a passionate HR career professional who has always strived to adapt his international knowledge and expertise to local challenging work environments whilst combining the best of both worlds for the benefit of his stakeholders. Originally from Damascus (Syria), the oldest inhabited capital in the world, Manhal has devoted the whole of his professional career to this dynamic, fast developing and wealthy region, the Gulf Region of Arab countries. The Region has one of the highest birth rates in the world with a population overwhelmingly young, 70% of which is under the age of 30 years. The governments of the region are seriously looking to diversify their economies away from oil. Their priority is to equip young people with the knowledge and skills to get them into employment. For that Manhal sees great potential in this Region, and for past 18 years he has worked alongside multinational and local teams within a variety of industries and sectors. His primary focus has been advising local governments and multinational corporations and institutions operating throughout the Middle East region on the optimal and best utilisation of their human capital through the continuous development, knowledge-transfer and skill-upgrade of their international and local workforce and management teams. Manhal’s project management skills and profound knowledge of all HR disciplines and the latest HR trends have enabled him to deliver a number of successful projects in Lebanon, Syria, Jordan, Bahrain, the UAE, Kuwait, Oman, Saudi Arabia and Qatar, all of which have met the utmost satisfaction of his clients throughout the region. In addition to his active participation in many public events in the Gulf region and abroad, Manhal has also presented a number of working papers in several HR symposiums and management conferences, and has been a lead facilitator in many senior management workshops and training events. His fluency in both Arabic and English coupled with his deep understanding of the mosaic make-up of the region’s cosmopolitan texture has further enabled him to meet and exceed the expectations of his diverse target audiences. Throughout the Gulf region and across the Middle East, Manhal has developed and maintained an excellent network of senior-level contacts/ partners who have great faith in his abilities and diligence. For that he has earned the respect of many senior government officials, MPs, ministers, businessmen and Sheikhs of the Gulf region’s ruling families. While currently advising the Abu Dhabi Government (UAE) on the delivery of a skilled and efficient public sector in the Emirate of Abu Dhabi, Manhal is also working on his Ph.D. thesis at the Sheffield University Management School (UK). Within the framework of the “Institutional Modernisation and Capacity Building”, his research topic focuses on the optimisation of the Human Resources function in the government sector and the maximisation of the human resources value-added services to successful customer-focused organisations. His research compares some models from the European Union countries with those from Middle East and North Africa (MENA) Arab countries over the period from the launch of the Barcelona process till the present day. To continuously broaden his specialist knowledge base and enhance his international professional career for the purpose of delivering a superior quality service to his stakeholders and clients is always at the heart of Manhal’s agenda. |
